A water cannon that was to be used to tear up the ground looking for gold. They were planning to do "placer mining." Since there was no water close by, the miners built pipes, canals, and small dams to bring water across and down some of the washes (gulches). It was a big project, but the promoter died mysteriously before actual gold mining got underway and his "sugardaddy" pulled out.
